Pengertian Negara  Negara berasal dari kata: staat, state, yang diambil dari kata bahasa Latin status atau statum, yang berarti keadaan yang tetap dan tegak atau sesuatu yang memiliki  sifat tetap dan tegak. Secara termonologi, negara dapat diartikan sebagai organisasi  tertinggi di atara suatu kelompok masyarakat yang mempunyai cita-cita untuk bersatu,  hidup di dalam daerah tertentu dan mempunyai pemrintahan yang berdaulat.  Menurut Sokrates, Plato dan Aristoteles, konsep negara telah muncul dimulai 400  tahun sebelum masehi.
